Richard Marshall Opera and Photography

I need help with this photo. Maybe someone can explain how it could be the way it is. There was a 50 mph wind blowing snow across highways and over my garden. I thought it a great time to try to photograph the wind; not really the wind of course, but what the wind does. Some of my photos showed huge clouds of snow almost obliterating everything in sight. But one picture came out in a most peculiar way. At first I thought I had moved the camera as the shutter was open. That could cause blurring. But no. Look at the fence and the garage. If the camera moves, everything would be blurred. I didn't see huge sheets of snow climbing vertically. But... If anyone can explain this photo, please let me know. It certainly is unusual.
